Definition and concepts |
Definition: The percentage of schools by level of education (primary, lower secondary and upper secondary education) with access to the given facility or service. Concepts: Electricity: Regularly and readily available sources of power (e.g. grid/mains connection, wind, water, solar and fuel-powered generator, etc.) that enable the adequate and sustainable use of ICT infrastructure for educational purposes. Internet for pedagogical purposes: Internet that is available for enhancing teaching and learning and is accessible by pupils. Adapted infrastructure is defined as any built environment related to education facilities that are accessible to all users, including those with different types of disability, to be able to gain access to use and exit from them. Adapted materials include learning materials and assistive products that enable students and teachers with disabilities/functioning limitations to access learning and to participate fully in the school environment. Accessible learning materials include textbooks, instructional materials, assessments and other materials that are available and provided in appropriate formats such as audio, braille, sign language and simplified formats that can be used by students and teachers with disabilities/functioning limitations. Basic sanitation facilities are defined as functional sanitation facilities (MDG ‘improved’ categories) separated for males and females on or near the premises. Basic handwashing facilities are defined as functional handwashing facilities, with soap and water available to all girls and boys. |

Data collection method |
The National Education Management Information System (NEMIS) is the main source of primary data used in the booklet. County Directors of Education (CDEs) and Heads of Institutions provide supplementary data through an online questionnaire. Additional data is sourced from different directorates within the Ministry of Education (MoE). Data on pre-primary and private institutions was sourced from the County Governments, through the County Directors of Education (CDEs). Semi-Autonomous Government Agencies (SAGAs) within the Ministry, namely, the Kenya National Examinations Council (KNEC) and the Kenya Institute of Curriculum Development (KICD) also provide relevant data. Data is also sourced from the Teachers Service Commission (TSC); Council of Governors (CoG); Constituency Development Fund (CDF); the Ministry of Energy; the Ministry of ICT, Innovation and Youth Affairs; and the Kenya National Bureau of Statistics (KNBS). Secondary data is obtained from the Economic Survey Reports, Medium Term Expenditure Framework sector reports, population projections and publications from other government ministries. |

The Kenya National Bureau of Statistics (KNBS) is established under the Statistics Act, 2006 as the principal agency of the government for collecting, analyzing and disseminating statistical data in Kenya as well as the custodian of official statistical information. |

The indicator measures access in schools to key basic services and facilities necessary to ensure a safe and effective learning environment for all students. A high value indicates that schools have good access to the relevant services and facilities. Ideally, each school should have access to all these services and facilities. |

The Kenya National Bureau of Statistics is ISO certified based on 9001:2015 Standard requirements. The processes of compilation, production, publication and dissemination of data, including quality control, are carried out following the methodological framework and standards established by the KNBS, in compliance with the Internationally acceptable standards. |

The KNBS adheres to Kenya Statistical Quality Assurance Framework (KesQAF) that underlines principles to be assured in managing the statistical production processes and output. Data consistency and quality checks are conducted through Technical Working Groups (TWGs) before publication and dissemination. |
